The biggest news of 2010 was the gain of 690 state legislative seats by Republicans and their capture of both state houses in 26 states. Here are some New Year's resolutions for laws they should consider passing in 2011.

HEALTH CARE: "Out-of-pocket medical expenses shall be tax deductible" and "self-paying patients shall not be charged more by a hospital than what it charges insurance companies for the same services." Explanation: Third-party payments are driving up medical costs; the best antidote to ObamaCare is more patient power.

The new House Republican leadership is smart to inaugurate their return to power by reading aloud the U.S. Constitution on the House floor. Recalling America's founding principles is never a bad idea. To some on the left, though, the Constitution doesn't mean what it says, but is to be interpreted by judges and politicians. To liberals, this means the document is useful only when it advances a "progressive" economic, political and social agenda. Otherwise, it must be considered a relic of a bygone era.

Billionaire Donald Trump is telling friends he has decided he will definitely run for president as a Republican.



Trump will make the announcement when his NBC show "The Apprentice" finishes the season in the spring, he is confiding. He has been soliciting recommendations on political advisers, focusing initially on the Iowa caucus and New Hampshire primary. Trump declined to comment.

Oil and gasoline prices have risen to their highest levels in two years, and analysts say prices could shoot up dramatically this year as the thirst for fuel grows in the U.S. and around the world.



The former head of Shell Oil has warned that gas prices could hit $5 a gallon by 2012 because of fast-growing demand in emerging countries such as China and India, where more and more people are buying cars, combined with restraints on drilling in the U.S. in the wake of last year's disastrous Gulf oil spill.
