Greenville has tried three times to pass a new facilities levy. Three times, the voters said no. Senior Scribe Robert Rhoades analyzed the voting and noted that city residents said yes; others said no. Conclusion? Get outlying areas involved in the process. Today, former Greenville High School principal and GHS graduate Dr. Stephen Gruber offers his approach to reaching the voters. His thoughts are definitely worthy of note.
